Cron Jobs and Newsletter

I don't use the newsletter, have never used the newsletter.  Someone is having issues with the Newsletter not sending; the queue sits at the same number day after day after day.  If one disables the .htaccess file sitting in /periodic and runs the cron.php file manually, does it start the sending of the newsletter or is the newsletter controlled by some other thing.  Confirmation emails are being sent when someone joins the site.

Perhaps if you can outline how the newsletter is controlled and sent out and what could cause it to not send out it might help the person to figure out why their newsletter does not go out.

I am not sure if this issue has been fixed yet. But in the past the queue would not sent out any emails to members that did not have a date of birth set.

So that would be one of the things i would check to see if any members are missing a date of birth.
