Core Video Check list?

Is there a core settings check list for both sides of the use of dolphin dealing with video? Server side and owner side settings? I've had video processing issues for quite a while now After upgrade to 7.0.4 and need to trace why my video's will not process! I have no mods to upgrade video and this is a core issue! My cron job is firing but won't come out of processing!! Can someone help me with figuring this out as I need to get this to work!! Setting for ffmeg is to be 777 that is correct yes? I feel certain this is a setting but I need to know what that setting is...........please help...........
