is this value or information somewhere stored? Or how can this be used in which way?

Usually the comments are stored in [prefix]_comments table in Dolphin's database. In the same time comment's rates are stored in [prefix]_comments_track table. By default, comment rates are used to automatically roll up bad rated comments.
