Change event time from 24-hour to 12-hour

Hi all, I'm thinking how much I hate military time and thinking a good portion of the population does too. is there a way to change the time entry on the calendar to 12-hour am/pm time?

I should add that I made the changes in Language settings already. I'm having trouble with the popup calendar time still showing 24h in the time date/time selector
