Categories Won't Delete

Has anyone had trouble with Categories not deleting in 7.03?  Go to your admin panel, click on settings, and then click the categories settings link.  When I delete one of my categories from one of the modules it is no longer listed in the main category BUT if you click on the pending approval link, the one I deleted is there.  Why won't it delete completely?  I don't want to activate something I deleted.  Is this how this function is really suppose to work?

You can do it in phpMyAdmin in the table called : sys_categories

and you can delete categories this way.
