Can a members create a Categories of their choice while posting?

it would really depend on what area they are posting in. several areas allow the user to created their categories by clicking on the + icon if the category list does not contain an appropriate topic.

i would suggest creating a user account for testing purposes and using the site as from a users perspective rather than from an admin perspective so you can see what interaction is involved.

i was going to drive my car to the store, can you tell me if it will turn to the right when i get to the red light?
