Cannot upgrade from 7.1.2 to 7.1.3

Only explanation is your not actually running 7.1.2

Run this SQL from phpMyAdmin. It will tell you what version dolphin is current at.

SELECT `VALUE` FROM `sys_options` WHERE `Name`='sys_tmp_version'

Also look in inc/header.inc.php for site['ver'] and site['build'] values.
