Can bug in the polls in 7.1.3

I realized this problem because I put a limit of 1 per 24 hours for the polls, and members tell me that their last date of more than 24 hours and survey can not post new.

In the admin area, all a survey like this one minute "By Xela · Approved a minute ago · · · Unfeatured Edit" , all without exceptions.

In the member area, yet it is correct.

Can anyone confirm this?
