Basic settings - Enable HTML editor

Hi,
I unchecked "HTML Editor" in Basic setting in Administration.

Then check box it again and the HTML Editor isn't coming back.

Suggestions?

Same with IE8, Chrome. Tried clearing all cache.

It does that for me as well. But only if it was saved in the unchecked state. I can get mine back by checking it(enable) then save. Then refresh the page.

It does not toggle on and off very well. It needs more work on improvement.
