Banner blocks, just wondering

Is there a way to add a custom php or html block in the banners section which shows outside the main body of the site?

You can add HTML to banners, if that's what you mean. Not sure about PHP. Banners float, so they can be placed pretty much anywhere. Not really elegant, though.
