Allowing member to change template

I searched the forum, but couldn't find an answer. Where is it where members can change the template? I've looked in account and cannot see the option. THanks

Go into Admin Panel>Settings>Advanced Settings> Template and click the box that says Enable Users to Change Templates: and click save.
