All Mods still 1.0.0 after update

I am having issues with all of the mods not updating after the upgrade. cannot recompile langs, all are still 1.0.0 after upgrade, but the ones not installed are 1.0.3

did you upgrade from 7.0.2 to 7.0.3?

Because the modules should be 1.0.2 before you can upgrade them to 1.0.3 if I'm not mistaken.

I did all the upgrades, from 700 to 703 and didn't realize that the mods didn't change until 703, the site worked fine had no problems, and still does work, except for the issues that 703 has

when I click the update button in tools, it is still telling me that I  have the most up to date version, but I am running 7.0.3 and all of the installed mods are 1.0.0 and the non-installed mods show 1.0.3
