Access Denied Flash Image uploader

I have all permissions enabled on membership level admin account using a membership level not available for purchase.  The flash uploader always says "access denied". I switched to the regular only and it works. My problem is that evowall uses the flash uploader and I get the same message there as well. Photos module settings and permissions all seem to be correct. I use dolphin 7.1.2

Do you use custom template?

if so, get the vendor of the template to update this file: swf_upload_integration.html
