About Banners Rotating

I have a total of 3 banners placed exactly where I'd want them on the page. Problem is the page will only show 1 banner at a time; you have to refresh the page to change the banner. My question is there a way to show ALL 3 banners everytime without the rotating and only 1 banner at a time showing up? I'd like to keep them off to the right as positioned without creating a block inside the main body, but also show all banners.
