A Gold Dollar...

If you had a gold dollar that could be divided into 100 gold pennies.  In a scale of 1 - 100 what would you layout Dolphin as the largest use of resource(s) on a server and why?  I am looking for a top down approach or if there is any documentation for this anywhere can you point me to it.  May we all understand that there are quite a few variables that must affect this calculation. 

  I.E.

1) Processing a video
2) Simultaneous Sql Searches

What I would love to see is some kind of structure to follow that if a site was hit with tremendous traffic and began to fail that some processes in a systematic approach could be halted and or stopped to allow it to function.
