Have you been messing with DNS ?

503 could be DNS issue and changes to DNS could still propagating etc ... this could be why you can only access your site using HotSpot shield.

it is common knowledge among internet users that all caps is shouting and all caps and bold is really yelling at the top of your lungs.

403 is a forbidden error, means you don't have the proper access rights to access the content.  It will be hard to just tell you what to do to fix this.  Have you made any changes to .htaccess files or installed any antispam measures?  Please tell us a little bit more about your hosting?  It may be that your host has made changes somewhere that is causing the 403 messages.

503 means the service is unavailable; for some reason the webserver was unable to handle the request.  It could be the webserver is unable to handle the request due to being overloaded.  Again, if you can please tell us about your host.  With the number of members it could be your current hosting is unable to perform to the needed requirements for a busy Dolphin site.

Possibly your mysql configuration is not optimized. You may need to bump it up a bit for more traffic and connections.
