How to block ip address of a country

Hello
In the admin option "IP Blacklist system" I would like to block the IP address of all Cote d'Ivoire to avoid scammers because I think a lot of fraud.

Can you tell me what I need to put ip address to block an entire country.

2) I want to know or redirect when their visitor's IP address is blocked.

And y there a way to change the redirect page.

please someone help as i would like to know this too please. i get a lot of scammers from ghana, nigeria, ivory coast etc...i actually could block the whole africa if i could. please someone help. thank you
